White tip (actually segment) is a tradition on chapter rings reversos

 

It might look 'different' to what we are used to, but the painted segment on hands was featured in the central seconds reversos from the late 1930s.
Back then I think it was mostly on the black dial executions whith central seconds chapter ring.
This was done for increased legibility, which I find quite smart and a nice touch.
