They can engrave it everywhere they want.
I don't like it and would rather prefer it neither existed, but is a minor issue.
On the other hand these watches are always more fulfilled by writings of any kind and everywhere, sometime poems too. These are the trends of this age.
I still like the neat and flat look of their dials without too many poems there, so I prefer the engraving on the crown guard than some more lines of fried air on the dials 
Let's say it is "tolerable"

i like it. the T.M. is done in good taste. It adds a little more character to panerai's minimalistic design, plus their is not much engravings on watches out there. which makes it more unique to me.

In fact, I'm so used to seeing it now, that I actually like it now. On the 47MM Luminor cases where the crown guards are larger than the smaller sizes, it actually looks a bit bare without it (in my eyes). So I'm ever so slightly pro REG. T.M. stamp.
