According to the watch serial number you have provided, it is a Maxi Marine Chronometer 41 mm, and not an 1846. 

The tube you refer to is screwed into the lug on one side to hold the tube in place, and to complete the look a srcew is used on the other side which screws into the tube, so the tube is separate from the watch and is replaceable.  The shaft of the screw is very very thin and I would guess very easily breakable.  I removed the tube once to replace a strap and said to myself "I shouldn't do this too often for fear of breaking that screw".  If the screw threads of the tube that connect to the lug and damaged, then you would probably need a new case.
