The second hand does look too short. It should be same length as the crosshair second counter.
It is highly unlikely VC will work on the case (perhaps their restoration department in the Geneva workshop will, but the cost would be astronomical.
Note that welding the lugs also involves filing down the welds to create a clean break, polish the lugs and case to VC's original tolerances. This will be done by hand hence the cost.
Better just to size the bracelet I think.

Very thoughtful of you. Question. Has anyone ever tried to have lugs which were removed remade for a watch, like this Vacheron? I’m imagining if it could be done, it would be expensive, perhaps more than the watch is worth?
I have never heard of someone having done such a restoration.
And, yes, I assume VC would charge quite a bit for it, unfortunately. Getting the strap properly sized would be much more affordable, I think.

I wonder when and how the second hand got truncated? If I ever do a service, I’ll ask them to check and install a new second hand.
