Drivers are a difficult category to analyze . . .

 

. . . because their skills are largely beyond our ability to assess.  Yes, there are won/loss records to compare, but there are so many external variable factors in auto (and motorcycle) racing that assessing G.O.A.T. is a considerably more nuanced affair.

My candidate for G.O.A.T. driver would be Mark Donohue.  He was unique in combining driving skills with technical know-how; his teams won largely because they were operating at a synergistically higher level due to his ability to provide feedback to constructors and mechanics. 

And for those who discount his driving skills, I would remind them that Donohue was the overwhelming victor in the first I.R.O.C..  His competition?  Among others, Peter Revson, Bobby Unser, A J Foyt, and Emerson Fittipaldi.  Donohue smoked 'em all.
