Why would you spend money on a sales space when you do not have anything to sell.

Why? Because then world is not creating more prime real-estate locations.
Weall know the current availability is a temporary situation. A smart business expands with the future in mind... to take advantge of the loss by others who have not properly prepared for both the ups and downs within the market.
I really have no inside info with Rolex (or WoS), but I can't imagine WoS made a wrong economic decision here, even in the short term...
Chances are they, at the very least, negotiated to receive larger allocations from Rolex. Of course, this will make ZERO difference to most collectors, given the *huge* demand Rolex is experiencing across its catalog, but along with the vantage point of a more prestigious estate, WoS will now be able to keep more *top* collectors happy in such a prime location as London 
For sure, WoS nor any other AD would have the option to sell Rolex watches online --- this is a decision at the brand level. Thankfully, Patek has no intention to go down this route anytime soon (so far the only limited exceptions were made at the start of the pandemic to help the AD network, a decision that was sensibly reversed as soon as technically feasible), and my hope is also Rolex will want to keep offering a fully personal experience to all of its collectors!

WoS is smartly planning for the future. Those of you here whining and crying about availability must be newbies.
Some of us have been enjoying timepieces for decades, so we know this is just part of the (financial) market. Ok, yes, Central Banksters have caused the world's largest bubble ever seen in modern times . But hey, blowing financial bubbles is a feature of Central Banking schemes, it's not a bug (it's a feature, not a bug).
i look forward to many complainers here coming back in a decade or two... and then let's talk.
