I’ve always felt it wasn’t “special enough”.
Obviously it’s a limited edition and priced accordingly, but the case shape is a little too similar every other tank - in the current line up, it closely resembles the tank LC and must, a little too close. Dial layout and handset are of course reminiscent of most other Cartiers.
Many other brands have made similarly shaped watches in the past; vintage model from any holy trinity brand arguably offers better horology at a much better price.
This is to be contrasted with the tank a guichets which in my view is a much more special watch. The jump hour complication has always been a rarity not only for Cartier but most other high Horology brands. If I were to get one “special” Cartier tank, it would have to this over the tank normale (which again, one its own, is still an awesome watch).
