For that amount another option would be a Squale 20 Atmos: it fits right within your budget. It’s not a quartz, but it has an ETA 2824-2 automatic movement, is water resistant to 200 m, is available in several different colors of dial and bezel and can be easily dressed up or down.
I don’t have pictures, but it’s very similar to a Submariner.

I love this version of Patrimony. I have the manual wind version.
As for a quartz watch for your father in law, I think a Casio, Seiko or Citizen eco drive will fit the category. They are all tough. I f you got more budget, a Tudor or Rolex submariner would be perfect.
