May I suggest a watch that is not quartz but still fits within the budget.
The Armida A8 Brass watch has a Seiko NH35A movement, waterproof to 300m, comes in a variety of dial and strap options, and also comes with two bezels that can easily be changed. At 42mm it is not overly big. Would work with button-up shirt, and definitely robust enough for the beach.

I suggest a CWC SBS issue diver.
Quartz, day-date, 300M WR, Divers bezel, great lume, looks great - black case and dial, tough as guts, About $600 though.

As for a quartz watch for your father in law, I think a Casio, Seiko or Citizen eco drive will fit the category. They are all tough. I f you got more budget, a Tudor or Rolex submariner would be perfect.
