Depends on the watch.
Sometimes i really cannot help but be amazed by a person's watch, and i will give a short compliment.
But that really depends on what watch it is. I never comment on Rolex's because i find that there's probably a large majority of the owners who buy Rolex for Rolex sake, and therefore, have nothing much to say about their pieces.
If you've taken the train in Singapore, you'll know what i mean!
However, i once saw a lady wearing a nice Reverso GMT and i paid a small compliment. She said thanks and that was it. lol
While i don't think it's rude to comment on another's watch, i usually do it in such a way that it seems like i'm just giving an offhand compliment rather than trying to start a conversation.
Something i've learned, is that if the other party is a WIS, he will naturally have more to add about his watch.
Personally i think there's nothing wrong with giving compliments, and once people get over the initial shock, they'll tend to feel good about it. (as long as it's not in a bad neighbourhood)
Of course, if you 'Nice watch' sounds like it will precede 'I'll take it', then probably you should just admire silently.
