Indeed. So strange they have different practices in different countries. Here in Australia, they are represented by quite a solid AD.
But I had many harrowing experiences too.
Will you get another Panerai, with this experience? It seems your AD may be to blame for this.

You know, for some reason, one AD that represents Rolex here doesn’t seem to value me. I wanted to place an order for a Deepsea this year but they kept giving me tonnes of excuses, forms to fill out in person, different procedures between different sales staff. I went to another AD and poof, doors suddenly open. They’d call me with any new stock arriving, sometimes I am totally unprepared...
