Rolex made them for Panerai and Panerai only supplied the dials BUT they didn’t even supply all the dials. For the California dial watches you can say that these are 0% Panerai as the dials were made by Stern for Rolex. At least the 3,6,9,12 dials in the Type D were made by Panerai.

That was an unfortunate time in history putting it lightly but
it's still part of Panerai history. The good along with the bad. It's bad what happened to the Panerai family at this time, but I still appreciate the beauty of the watches they made in this era and that's the context in which I place them.
