He valves came to be a solution to the problem experimented in their watches by professional divers (saturation divers working at great depth and breathing Helium gas mixtures.) They stay living in diving chambers at working depths till they end they work and are returned to surface to decompress.

Helium being a very light gas prenetrated into the cases of watches during the stay in the diving chamnbers and when divers were taken to the surface and pressures were slowly lowered following diving tables to equalize with surface pressure the gas inside the case expanded blowing the glass and this could cause injuries to divers inside diving chambers or damage to equipment.

Rolex developed the He valve to allow the Helium to escape from the case slowly and safely and the valve was also copied in different formats by other Watch Makers companies. 

But as you see it has nothing to do with the movement accuracy or correct funtioning and its presence (or not) doesn´t interefere with its Accuracy.
