Certain points of this article doesn't make any sense. The article states

It also states Arnault and Stern set out to identify who among the underbidders had a strong enough buying history to purchase the watch. After blessing from Geneva, Arnault emailed Lu. It does not make any sense to me why Thierry was involved in selecting who would purchase the watch if he didn't have any say.
So the now the owner of the 5711 Tiffany is none other than Zack Lu

My take is they knew perfectly well
what they were doing yet underestimated their readers' scrutiny. (Not mine, to be clear.) They must have known details would come to light anyway and were doing their best to try to frame it - and be fast about it, too. Well, didn't quite work out.
Under Phillips' rules, this isn't the case
If the winning buyer doesn't pay, Phillips has discretion over whether and how to resell the lot, including via a private sale. There is no obligation to offer it to the second highest bidder.

ended up with the last remaining legitimate bid. He still overpaid though, You can get one at Tiffanys for a spend of $ 2 million no problem.
