All the reasons are rational and acceptable for the implementation of the PP seal.
Some of the push may have come from Chopard L.U.C. with the Qualite Fleurier seal. LUC also uses the Geneva seal for some of it's production but found that it was not as rigourous as they wanted. So, the more difficult QF was set up with Parmigiani et al. NOT having to be in Geneva was a factor for LUC as they could make the top-end watches in Fleurier, where their watchmakers live.
The Stern and Schuefele families have great mutual respect for each other; even in private conversations, they have only good things to say about their mutual passion to make their family products to the highest quality.
The Key
The key to any Quality Seal is the trust and belief in the Comite. So, for Patek Philippe Seal to have real meaning to PuristS and horology fans, the PP Comite must be impeccable and PuristS in spirit.......hey! maybe even have PuristS as independent members!

Hi, As I see it the problem of Patek Philippe is to leave a Seal and position itself above! So if they want to compare to a Seal they feel they need another Seal, their Seal in this case! Not for us WIS or addicted collectors that know the brand very well...
