This sounds very fishy, but I have no experience with Patek repairs or the HSA.
If this AD insists it will not return the watch to you with an intact seal why don't you demand that they still give you the broken seal and a statement as to what they actually did in this inspection and when it was done. Not a perfect solution if you intended to sell the watch with an intact seal, but maybe the next best thing. If the AD refuses this I'd be very suspicious of everything they tell you.
