I'll try to explain
They've chosen Cairo for offset +2, Doha for +3 and Moscow for +4.
Cairo's TZ is UTC+2 and UTC+3 during daylight saving time.
Doha's TZ is UTC+3 all year.
Moscow's TZ was UTC+4 all year between 2011 and 2014. So this dial is probably older one.
(Before 2011 Moscow's TZ was UTC+3 and UTC+4 during daylight saving time and nowadays Moscow's TZ is UTC+3 all year.)

I think that Cairo is GMT +2 and only because of daylight saving time it is in the same zone as Moscow and Qatar.
