On the surface this does not sound unreasonable for an 11 year old watch especially that you mentioned that your daughter really enjoys the watch.   In todays, world labor is the real cost in doing any work so you can quickly see how the cost can escalate.  As with any transaction we always have to trust the seller and in this case your jeweler who indirectly represents the Ebel. 

However, having said that one still would need to consider the replacement cost of a similar watch. This watch I believe is over $1000  so considering the repair to have a renovated watch it again seems reasonable.

My view is not really a technical one just practical.  I am sure the experts can provide more.
