I did a little more research

 

I found these prices in general

Average price Guide.... ( prices can change, please inquire)
Average cost for Automatic overhauls $285 -$349 (7-10 days)
Average cost for manual vintage $185  (7-10 days)
Average cost for Battery Changes (Swiss Watches) $49.50 (2 hours)
Average cost for Battery Changes (Japan Watches) $10 (15 minutes)
Exterior detailing ($75 - $125) - Scratch removal - polish or satin finish like new (1 day)


But specifically found a price of about $250  for an overhaul of a Quartz/manual.  But generally they never mentioned replacing the quartz mechanism. 

It seems that the original $139 was for a service and a battery which a combination of the above prices.  If you add the replacement cost of the quartz and all the work being done via Ebel it seems to add up.
